Security and Suitability Management System (S2MS)

S2MS is a Web-based case tracking system for the entire lifecycle of a security clearance from the initial completion of an application to approving or rejecting the clearance. The Subject Management subsystem will be main interface for managing a Case from a Request through Adjudication. The Background Investigator subsystem will provide users with an investigative role to manage case from the investigation Lead perspective and includes views into Case Leads from various perspectives based on user roles. The Applicant subsystem will provide user or applicant access to application forms and application status. The project was implemented under the agile software development method for its adaptive planning and evolutionary and iterative approach. The system leverages Oracle as its database and C# with .Net framework 4.5 as front-end and middle tier development environment. The front-end uses HTML5 and CSS3 for clean and rapid user experience. In addition to custom development, the system is incorporated with multiple third-party COTS tools. It includes Corticon by Progress Software, a business rules management, to handle complex investigation rules required by the Department of State. S2MS integrates with Metastorm, a business process management tool, to optimize and provide robust workflow administration to the multifaceted procedure flows of background investigation. The system employs ESRI to map and show investigation lead information which allows users to plan for most efficient route for visiting locations.
